This "manual has been prepared in loose-leaf form because of an awareness that the future will bring additional changes and additions, which can be handled easily in a loose-leaf arrangement. Notification of any additions or changes will be given adequate publicity. As new instructions become necessary and revisions of certain parts of the handbook are required, new inserts will be made available. The manual is divided in sections; each section covering a specific phase of record keeping and research. Each section is paged independently of the other sections"
