Charles Baker was born in Arkansas in 1884. He married Cynthia Ann Davis and they had seven children. They lived in Oklahoma for most of their lives. John Billingsley (1587?-1659) of Shropshire, England moved to Holland in the 1630s, possibly for religious reasons. His children settled in Nansemond Co., Virginia about 1649. Descendants settled throughout Virginia, Maryland, Ohio, Iowa, Montana, et al. Samuel Billingsley (1852-1932) of Round Prairie Township, Jefferson Co., Iowa, married Mary Agnes Hulse (d. 1941) in 1875.

He married Elmira Krider 2 May 1869 in Columbiana County, Ohio. They had a son, Francis Herbert Stewart (1871-1940). Jacob died 5 May 1924 in Atwater, Ohio.
