Joseph Thomas Perkins was born 24 September 1820 in Lougher, Glamorgan, Wales. His parents were Thomas Peregrin Perkins and Ann Mathews. He married Margaret Martin, daughter of Thomas Martin and Gwenllain Williams, in 1852. They had nine children. They emigrated in 1852 and settled in Utah. He married Harriet Preece in 1873. They had two children. He died in 1889 in Mapleton, Idaho.
