William Arthur Starks, son of James Lewis Starks (1864-1907) and Sarah Jane Wallace (1863-1916), was born in 1887 in Ash Grove, Missouri. He married Maude Evans Sneed Starks (1894-1991), daughter of Jacob Aaron Sneed and Fannie Bell Holman, 1911 in Rosewood, Texas.
